28th Ave S Resurfacing
Between 40th and 50th St E, this is a paving resurfacing project. This project will consist of a 3” mill and overlay and select curb and gutter replacement. The purpose of the resurfacing program is to extend the life of a roadway by approximately 10 years. Without this program, streets in the in the program would not see surface improvements for many years.
Due to standing water issues, the block between 55th and 56th St E requires that more intensive work be completed. This block will have a storm drain installed, minor changes to the grade, and completed with a mill and overlay.
Additionally, in advance of the resurfacing project, CenterPoint Energy will be replacing the gas main from 40th to 50th St. They are installing a 16” steel gas main to replace the existing 16” cast iron main. Total duration of the CenterPoint work will be approximately 3.5 months, and work is scheduled to start in the latter half of May.

The 28th Ave S project is located in south Minneapolis. The sections between 40 St E and E Minnehaha Parkway and between 55th and 56th St E were constructed in 1957, or 56 years ago. The section between E Minnehaha Parkway and 50th St E was constructed in 1951, or 62 years ago.
Construction Start Date:
Resurfacing is scheduled to begin tentatively in September.
Length of Construction:
The resurfacing project from 40th to 50th St E will be resurfaced in stages as portions of the project are completed by CenterPoint Energy. Total project duration will be approximately two weeks; however, this will not take place all at one time. Select curb and gutter replacement will take in advance of the mill and overlay.
The mill and overlay work between 40th and 50th ST E will be performed using full road closures, mostly during working hours. There will be a limited number of overnight closures due to the milling depth. The select curb and gutter repair will take place in advance of the mill and overlay and will require some lane closures. Streets that we will be working on will be posted NO PARKING prior to work on that particular street.
The work between 55th and 56th St E will be done under full road closure.

Prepayment is made to the Minneapolis Finance Department. Pay statements are sent only by request and the taxpayer is solely responsible for obtaining said statement. Full prepayments may be accepted only through December 31st, 2013 without interest. Partial prepayments are not provided for. No further notice of prepayment will be published. 10/15/13: This project is comlete. Crack sealing will take place in 2014.
10/8/13: Resurfacing between 42nd and to Minnehaha Creek is complete. The final section to be completed in 2013 is from 47th St E to 50th St E. This is tentatively scheduled to begin on Wednesday, October 9th, and is anticipated to last three work days. When this work is complete, striping form 42nd to 50th will take place. Crack sealing will take place in 2014.
During the work on 28th Ave S, between 47th and 50th, the Minnehaha Parkway intersection will be resurfaced. While work is taking place in the intersection or while the asphalt is cooling, traffic will be detoured from E Minnehaha Parkway. It is anticipated that the parkway will be detoured only a few hours during each workday, and this will be during daytime hours. To assist with local access (since E Minnehaha has two separate roadways for EB and WB traffic), a police officer and flaggers will be on hand. Please allow yourself a little extra time when driving in this area, and we thank you in advance for your patience while we work to make roadway improvements in this area.
9/11/13: Resurfacing between 42nd and 44th St E is complete. 28th Ave S, between 42nd and Minnehaha Pkwy, will be utilized as part of the detour for the E Minnehaha Pkwy closure. The E Minnehaha Pkwy project is anticipated to last about three weeks. The remaining portion of the 28th Ave S Resurfacing project will take place after the completion of the work on the parkway.
In the meantime, CenterPoint Energy is nearing completion of their work. All gas main and service work will be complete by the end of this week. Restoration between 44th and Minnehaha Parkway will be complete before the E Minnehaha Parkway project begins on Monday, Sept 16. Restoration work between E Minnehaha Pkwy and 50th St E is ongoing.
9/3/13: Resurfacing between 42nd and 44th St E will begin on Sept 9. It is anticipated that this work will take three days: one day to mill and two additional days for asphalt paving. The road will be closed overnight after it has been milled. This is to protect vehicles and manhole structures from damage.
The rest of the resurfacing work on 28th Ave S is being coordinated with CenterPoint Energy’s gas main replacement work and the work on E Minnehaha Parkway.
