11th St S, Grant St E & 14th St E Resurfacing

Project Type:
This is a paving resurfacing project. Resurfacing projects use a mill and overlay process.  This process will consist of removing a portion of the existing asphalt pavement surface and placing a new surface over the entire street. The purpose of the resurfacing program is to extend the life of a roadway by approximately 10 years.  Without this program, streets in the in the program would not see surface improvements for many years.

Project Limits:
The resurfacing project is located downtown on 11th St S between I-35W Bridge and 3rd Ave S originally paved in 1959 (54 years old), on Grant St E between I-35 W Bridge and Park Ave originally paved in 1982 (31 years old), and on 14th St E between Park Ave and 11th Ave S originally paved in 1982 (31 years old).

Construction Start Date:
For 14th St E (Chicago to 11th Ave S): resurfacing is scheduled to begin in August.

For Grant St E (35W ramp to Park), 14th St E (Park to Chicago), and 5th Ave S: resurfacing is scheduled to start on Friday, Oct 4.

For 11th St S (3rd Ave S to 4th Ave S): resurfacing is scheduled to start on Friday, Oct 18 - Oct 20.

Length of Construction:
For 14th St E (Chicago to 11th Ave S): resurfacing will last two work days.  These days are not consecutive.

For Grant St E (35W ramp to Park), 14th St E (Park to Chicago), and 5th Ave S: resurfacing is scheduled to start on Friday, Oct 4, and last the weekend.  If there is rain, the priority of completion will be completing the portion by the 35W ramp, so the ramp can be re-opened for Monday morning rush hour.  Other portions of the project will take place during the following work week.

 

For 11th St S (3rd Ave S to 4th Ave S): resurfacing is scheduled to start on Friday, Oct 18 through Oct 20.

 

Traffic Impact: 
For 14th St E (Chicago to 11th Ave S): the road will be closed during the work days while both milling and paving take place.  It will be open to traffic in between these two activities.

For Grant St E (35W ramp to Park), 14th St E (Park to Chicago), and 5th Ave S: The 35W exit ramp will close after morning rush hour on Friday, Oct 4th, and will be closed until the work is completed, the end of Sunday, Oct 6th.  The streets that will be resurfaced will also be closed for both the milling and paving operations.  The street will be posted NO PARKING in advance of the work.  

For 11th St S (3rd Ave S to 4th Ave S): The 11th St S exit ramp will close after morning rush hour on Friday, Oct 18th, and will be closed until the work is completed, the end of Sunday, Oct 20th.  The streets that will be resurfaced will also be closed for both the milling and paving operations.  The street will be posted NO PARKING in advance of the work.

Pre-payment Information:
Prepayment is made to the Minneapolis Finance Department.  Pay statements are sent only by request and the taxpayer is solely responsible for obtaining said statement.  Full prepayments may be accepted only through December 31st, 2013 without interest.  Partial prepayments are not provided for.  No further notice of prepayment will be published.  Persons who wish to prepay the entire assessment lump sum without interest charges may do so by contacting the Minneapolis City Engineer's Special Assessment Office, 309 2nd Ave S, Room 209, Minneapolis, MN 55401-2268, or telephone (612)673-2401.

Project Updates: 

October 29th, 2013: This project is complete. Crack sealing will take place in 2014.

October 8th, 2013:
  The portion on 5th Ave S, Grant St E (35W ramp to Park), and 14th St E (Park to Chicago) has been resurfaced.  Striping will take place soon; crack sealing will take place in 2014.

September 11th, 2013: The portion on 14th Street East from Chicago to 11th Avenue is complete; crack sealing will take place in 2014.  The remaining portions are tentatively scheduled for October 4.
