Amendments to the Charter

An amendment may be proposed by:

  • Citizen Petition

Any citizen or group of citizens may prepare an amendment, in proper legal form, to circulate for registered voters’ signatures. (Note: Citizens should seek legal guidance to ensure their efforts are in compliance with the law.)

  • Council Recommendation

The council of any city having a home rule charter may propose charter amendments to the voters by ordinance.

  • Amendment by Ordinance

Non-controversial or housekeeping amendments may be recommended by the Charter Commission and passed by the Council by a 13-0 vote. These amendments are typically recommended by City staff or Charter Commissioners to clarify or update the Charter.
