Amendments to the CharterAn amendment may be proposed by:
Any citizen or group of citizens may prepare an amendment, in proper legal form, to circulate for registered voters’ signatures. (Note: Citizens should seek legal guidance to ensure their efforts are in compliance with the law.)
The council of any city having a home rule charter may propose charter amendments to the voters by ordinance.
Non-controversial or housekeeping amendments may be recommended by the Charter Commission and passed by the Council by a 13-0 vote.
